Saying things like, "I guess Anet or NC Soft (whichever) can't respect all the consumer safety laws in Quebec, o well," reads a lot like "Anet can't respect our laws because they are crooks." You can imagine, I would think, how someone from ANet might take offense at that.
The answer is that Quebec laws have put up barriers to contests that make them economically unfeasible. I imagine your professor is correct about them being originally implemented to protect consumers, but that happened long before ANet came on the scene. Moreover, most countries (or provinces or states) have provisions to protect consumers from fraud, but not all countries (or provinces or states) have protections so high that they discourage companies from offering contests in them. Quebec and, if I remember correctly, Rhode Island are a few of the places in North America that do.

another contest past, another contest lost....story of my life (should have used my hubby account info., he always wins stuff, me...lets see long time ago I won a 'how many beans in the jar' contest, my prize? the piece of paper that everyone wrote their entries on...and still have it.....yep that's my luck!)
and yeah they should offer to all or none, just makes people upset to be left out for whatever reason.
congrats to this months winners.....maybe I will be able to change my story next month (or maybe december....................)

I completely understand what you are saying. It's something that I'm going to make a point of communicating with all the teams involved with future promotions involving give-aways. But keep in mind, people in other countries don't even have the option of purchasing the magazine, and hopefully, the magazine is worth more than just a code for an in-game item. The magazine contains an extensive article, art images, and a lot of other things of value, so you're not paying a straight £5.99 for a code -- you're paying the £5.99 for the magazine, and getting a chance at a code, as well. But yes, I do understand, truly, the heart of what you're saying and I will advocate for some differences in promotions in the future.

You may find this of interest: English and French. The list of companies that cannot do an outreach to Quebec is endless. There are certain states and provinces that want to "take a slice of the pie" for themselves in putting in place certains fees and charges that are, one assumes, part of their operating budgets. Some call it "protection." Others call it something much less positive. We're not willing to pay a fee to a governmental agency in order to give their citizens free goods. To do so opens the "I want some too" doors for every other city, state, province or country to do the same. Should we, for the "privilege" of giving things away, be asked to pay a third party a fee? No, I don't think so. And should we have to pay for hours of an attorney's time (have you seen attorney fees lately!?) to do a legal review to make sure we've met all of this one province's unique "protection" laws? Again, I don't think so.

That explains alot, and I quite heartedly agree with you. In Quebec, we are the most taxed province of all of Canada, our national hockey team pays more in taxes then all the other teams in the NHL combined, and in return the government is left with surplus's in money like there is no tomorrow.
Anet shouldn't be paying to give away free things, and it is clear that tehy are not "crooks" (I have never thought so), since others have benefited from the sweepstakes.
I also agree attorney fees are outrageous (my cousin had to pay for a lawyer in a self defence case, cost him near a thousand dollars).
But, I still feel tortured not being able of participate :S, kills me! If I could get around the system (Toronto?!), I would.
This long wall of text is to clear any misunderstanding or lack of respect that I may have/had for Gaile Gray and the Arena Net team.

Arenanet disregards their own EULA. It states that it's not allowed to sell in game items for real money. By arranging partnerships with gaming magazines the opportunity is given to those magazines to make profit with the special pet-giveaway's. Most publisher sell more magazines.
Also the in game prizing of the very rare minipets is outrageous high (700+ ecto's for a vizu).
Therefor give everyone the possiblity to get these minipets in the third birthday present. Then everyone has the possibility to get ALL minipets in the hall...to end the GW1-area and starting GW2

well I think the point of having these exclusives miniatures is the fact that there aren't alot. so once you do get your hands on one, you won't let it go. also, at those outrageous price, just don't buy it. one thing you must understand, it is very difficult for one person to have all miniatures, and seeing as you can only display 20 at once, it is a choice based selection, so you can have a full hall without having ALL miniatures in game. it keeps the mini-hunt going

( BTW, the Nordiques were a fine hockey team. Did they move because of the taxation? Oh, sorry, that's waaaay OT there! I'm just sort of on a hockey cloud, still. My team scored 5 goals in 5 minutes and 7 seconds, then won in overtime last night. Game of the decade, for me. )

But please consider: They're selling a magazine, not a miniature. The chance of a mini is a bonus, the mini is not the item being sold. Further, our legal rights to sell items related to our intellectual property are different than a third-party's allowed uses. So even if we were outright licensing the sale, it would not be a breach of the User Agreement. We're not Users, after all.
And giving everyone everything is simply not a reasonable suggestion. I'm sure if you think about it, you'll agree.

I'm sorry, but I have to disagree 100%
Hate to break it to ya Gaile, but Europe is not 1 country like the US. I'm in the UK (NI to be exact), and we've had few mini-pet promotions that I recall that it was actually feasible to partake in (Destroyer of Sinew anyone?).
And the most recent one, which this US/Canada free sweepstake is the equivalent of, we HAD to pay £6 or $12 just to get one shot at a mini.
The Yanks get up to 3 goes for nothing - the equivalent for us would be £18 or $36 worth of magazines.
